A complete guide to HVAC and insulation rebates available to NYC homeowners in 2026 — Con Edison Green Team, NYSERDA Clean Heat, and federal 25C tax credits with dollar amounts and eligibility rules.

NYC Energy Rebates Guide for Homeowners (2026)

If you're upgrading your HVAC system or improving your home's insulation in New York City, there's money on the table — and a lot of homeowners leave it there because the paperwork seems intimidating. This guide breaks down every active rebate and tax credit program available to NYC homeowners in 2026, what each one pays, and how to qualify.

Con Edison Green Team Rebates

Con Edison offers incentives for high-efficiency HVAC equipment installed within their service territory (most of NYC). The program is administered through the Con Edison Green Team portal.

What's Covered

  • Central Air Conditioning: $500–$1,000 rebate for systems rated 16 SEER2 or higher. The higher the efficiency rating, the larger the rebate.
  • Ductless Mini-Split Heat Pumps: $500–$3,000 per outdoor unit, depending on capacity and efficiency tier. Cold-climate heat pumps (rated down to 5°F or lower) receive the highest incentive.
  • Ducted Heat Pumps: $1,000–$3,000 for full-system replacement of fossil fuel heating with electric heat pumps.
  • Smart Thermostats: $50–$85 per thermostat (up to 3 per household). Nest, Ecobee, and Honeywell models are eligible.
  • Insulation and Air Sealing: Up to 50% of project cost, capped at $3,000 for insulation and $1,000 for air sealing when completed by a participating contractor.

Eligibility Rules

  • You must be a Con Edison residential customer (gas or electric).
  • Equipment must be on the Con Edison approved products list.
  • Installation must be completed by a licensed contractor (we are one).
  • Rebate applications must be submitted within 6 months of installation.
  • Equipment must meet minimum efficiency tiers (varies by category).

How to Apply

Your contractor submits the rebate application through the Con Edison Green Team portal. Required documentation includes the manufacturer's AHRI certificate (proving the efficiency rating), the contractor invoice, and the permit sign-off if applicable. Processing takes 6–8 weeks. The rebate arrives as a check mailed to your address.

NYSERDA Clean Heat Program

NYSERDA's Clean Heat Program is the most generous incentive for NYC homeowners upgrading to heat pump technology. The program is administered through participating contractors and utility partnerships.

Heat Pump Rebates

  • Ductless Mini-Split (Single-Zone): $1,000–$3,000 per unit
  • Ductless Mini-Split (Multi-Zone): $2,000–$5,000 per outdoor unit
  • Ducted Heat Pump (Full System): $3,000–$10,000 depending on capacity and climate zone rating
  • Ground Source Heat Pump: $10,000–$25,000 (geothermal systems, less common in NYC but available for standalone homes)

Weatherization Bonus

NYSERDA offers an additional bonus when you combine heat pump installation with insulation and air sealing:

  • Insulation upgrade paired with heat pump: Additional $500–$2,000 bonus
  • Air sealing paired with heat pump: Additional $250–$750 bonus
  • Full weatherization package (insulation + air sealing + heat pump): Up to $3,000 combined bonus

Eligibility Rules

  • Your home must be in New York State (all five boroughs qualify).
  • Equipment must be cold-climate rated (for the highest rebate tier) or standard rated (for lower tiers).
  • Installation must be completed by a NYSERDA-approved participating contractor.
  • The contractor submits the application — homeowners cannot self-apply.
  • Applications must be submitted within 120 days of installation.

Income-Eligible Enhanced Rebates

If your household income is at or below 80% of Area Median Income (AMI), NYSERDA offers enhanced rebates worth 50–100% more than standard amounts. For NYC, 80% AMI is approximately $72,000 for a single person or $103,000 for a family of four. Documentation (tax returns or income verification) is required.

Federal 25C Tax Credit

The federal government offers a tax credit (not a rebate — it reduces your tax liability) for energy-efficient home improvements under IRS Section 25C.

What's Covered (2026)

  • Heat Pumps: 30% of equipment + installation cost, up to $2,000 per year
  • Central Air Conditioning: 30% of equipment + installation cost, up to $600 per year
  • Insulation: 30% of material cost, up to $1,200 per year (must meet IECC requirements)
  • Air Sealing: 30% of cost, up to $1,200 per year (when professionally tested with blower door)
  • Duct Sealing: 30% of cost, up to $1,200 per year
  • Smart Thermostats: 30% of cost, up to $150 per year

How It Works

The 25C credit is claimed on your federal tax return (Form 5695). You need:

  1. Manufacturer's Certification Statement (provided with the equipment)
  2. AHRI certificate (proves efficiency rating meets the threshold)
  3. Contractor invoice showing equipment and installation costs broken out

The credit is non-refundable — it reduces your tax liability but cannot result in a refund larger than what you owe. If your tax liability is lower than the credit amount, you can carry the remaining credit forward to the next tax year.

Annual vs Lifetime Limits

The 25C credit has annual limits (not lifetime). This means you can claim it every year you make qualifying improvements. If you install a heat pump in 2026 (claiming $2,000) and add insulation in 2027 (claiming $1,200), you use both years' limits independently.

PSE&G Energy Efficiency Programs

If you live in areas served by PSE&G (parts of Westchester and some NYC-adjacent areas), similar rebates are available:

  • Central AC: $400–$800 for high-efficiency systems
  • Heat Pumps: $500–$2,500 depending on capacity
  • Smart Thermostats: $50–$100 per unit
  • Insulation: Up to 40% of cost, capped at $2,500

Stacking Incentives

The best part: you can combine programs. A typical NYC heat pump installation in 2026 can qualify for:

| Program | Typical Amount | |---------|---------------| | Con Edison Green Team | $1,500–$3,000 | | NYSERDA Clean Heat | $3,000–$8,000 | | Federal 25C Tax Credit | $2,000 | | Total incentives | $6,500–$13,000 |

On a $12,000 cold-climate heat pump installation, these incentives can reduce your net cost to $1,000–$5,500. The exact amounts depend on equipment selection, efficiency tier, and your income level.

Documentation You Need

Regardless of which programs you apply for, you need these documents:

  1. AHRI Certificate: Proves the equipment meets efficiency requirements. Your contractor or equipment supplier provides this.
  2. Contractor Invoice: Itemized, showing equipment cost separate from labor.
  3. Permit Sign-Off: For work requiring a DOB permit, the Certificate of Completion.
  4. Commissioning Report: For heat pumps, a startup report showing the system was tested and charged correctly.
  5. Manufacturer's Certification Statement: For the federal tax credit, a statement from the manufacturer confirming the equipment qualifies.

Common Mistakes That Cost You Money

  • Buying equipment that doesn't qualify: Not all high-efficiency equipment qualifies for every program. Check efficiency requirements before purchasing.
  • Missing the application window: Con Edison requires submission within 6 months. NYSERDA requires submission within 120 days. Miss the deadline and you lose the rebate.
  • Using a non-participating contractor: NYSERDA Clean Heat requires a participating contractor. We are one — many are not.
  • Not stacking programs: Each program is independent. You can claim Con Edison + NYSERDA + federal 25C for the same installation.
  • Forgetting the federal tax credit on your return: Many homeowners receive the utility rebates but forget to file Form 5695. That's leaving $2,000 on the table.

How We Help

We handle the entire rebate process for any installation we complete — at no additional cost. Before installation, we verify which programs your planned equipment qualifies for and show you the net cost after incentives. After installation, we compile all documentation, submit applications, and track them until your rebate arrives.

If you already installed equipment through another contractor, we offer retroactive rebate processing as a standalone service.
